I gave it 4 stars because all the nessecities for everyone not to leave the city just keeps coming and coming. So leveling up can really hinder your goal to make everyone happy. I like it because of all the things you have to do and wait for. One thing I request is to lower the prices to buy money in this game so you can catch up with your level if you get behind.
